Zügel studierte von 1867-69 bei Neher an der Kunstschule in Stuttgart und ging dann freischaffend nach München, wo er von A. Braith gefördert wurde. Nachdem er seinen Professorentitel erhielt lehrte er von 1894-95 an der Karlsruher Akademie und ging 1889 an die Münchner Akademie.
